Is the payoff worth the payout? According to Tom Kontos, vice president for industry relations and analytical services at Adesa Corp., "for a consumer, there are no absolutes in the used-car market."

What's the advantage of buying a certified pre-owned vehicle?
Less risk. A certified vehicle is more likely to provide long-term ownership satisfaction. In other words, a certified pre-owned would be more reliable, less prone to mechanical problems, and an overall better buy than a non-certified vehicle.  In our view, a certification program is very much like a quality assurance program for pre-owned vehicles. According to Wikipedia: Quality assurance, or QA for short, refers to planned and systematic processes that provide confidence of a product's or service's effectiveness.  Additionally, quality assurance is a standard for meeting customer requirements. It documents how a company will meet the requirements of a client or customer in a systematic, reliable fashion. It shows a company's commitment to delivering quality products and services to the purchaser.

A certified used car or a certified pre-owned car (CPO) is a used vehicle that has passed a safety inspection and carries a warranty. Because of the certification process and included warranty, CPO vehicles cost more than traditional used vehicles. In many cases, the vehicle has been returned to like-new condition by the dealership and carries a manufacturer-backed warranty. Certified used-car programs began popping up in the early 1990s and were started by luxury nameplates likeLexus and Mercedes-Benz. The large number of vehicles coming out of leases fueled CPO programs. Instead of turning these leased vehicles over to auto auctions or used-car lots, manufacturers developed CPO programs that would cater to luxury new-car buyers on a budget. Currently, certified used-car sales make up over 40 percent of all used-car sales. One reason for certified used-car popularity is that these programs allow consumers to enter a market segment that they normally couldn't afford to enter, which many view is worth the added cost of certification.

With the rise in popularity of certified used or "certified pre-owned" vehicles, many used car ads seem to tout the "certified" name without really living up to the promise of a car that is backed by the manufacturer with an impressive warranty and top-notch dealership experience. One typical scenario is that a used car dealer will advertise a car as "certified" and then sell the customer an extended warranty at an additional cost. There's nothing really wrong with that, but it is important to point out that a customer who buys an extended warranty is not buying a true certified pre-owned vehicle. Certified pre-owned vehicles must pass a rigorous inspection (determined by the manufacturer) and meet strict limits in terms of mileage and condition. On the other hand, an extended or aftermarket warranty can be purchased for virtually any car. While there are no guarantees in life, buying a certified pre-owned car can seriously lessen the risk inherent in buying a used car.

The terms "extended warranty" and "aftermarket warranty" are actually misnomers, since, in the strictest sense of the word, these aren't warranties at all. Like warranties, they cover repairs and/or regular maintenance for an agreed-upon period of time. However, true warranties are included in the price of the product; extended warranties are really "service contracts," since they cost extra and are sold separately.

While buying a certified pre-owned vehicle is similar to buying any used car, there are significant differences you should be aware of before you go shopping.

First of all, you should know that not all certified used car programs are the same. Edmunds recommends buying a manufacturer-certified vehicle rather than a dealer-certified one. The manufacturer's certified vehicle program is more reliable, can be used across the country, and won't leave you stranded if your dealership shuts its doors. Vehicles that have been certified by the manufacturer go through more rigorous testing, and in many cases, offer similar benefits as those given to new car customers (e.g. roadside assistance, loaner vehicles).

According to a recent J.D. Power and Associates study, sales of certified used cars have increased 46 percent since 2000. For many people, certified used cars have become affordable alternatives to new cars. By "certified used" or "certified pre-owned," we mean used cars that are offered for sale by your local dealer and feature warranties that extend beyond the initial "when new" coverage.

To qualify for our definition of a "certified used" vehicle, the warranty must be backed by the original vehicle manufacturer. The original manufacturer of the vehicle is using its dealer network to inspect the car, determine if it is worth certifying and then offer support for the vehicle for a period of time beyond the original warranty. Not all used cars can qualify for certified pre-owned programs, and terms vary from one brand to the next, but any true certified pre-owned program will include at least a 100-point inspection of the car. If problems are found, the factory-trained technicians will fix it or disqualify the car from the program. The certified warranty protection typically takes effect when the original warranty expires and, like a new car warranty, offers coverage for a certain number of years or miles, whichever comes first.

Just because you're considering the purchase of a certified pre-owned vehicle doesn't mean you're off the hook in terms of doing the necessary research and preparing a list of questions to ask before signing on the dotted line. Here are 10 tips to help make your certified used car purchase a pleasant one:

  1. Research resale values the same way you would with a non-certified used car. The Cars.com Kelley Blue Book Used-Car Values pricing tool gives average values that are determined by the vehicle's condition, mileage, optional equipment and other factors.
  2. Make sure the manufacturer — and not just the local dealer — is offering the certification. That way you know the CPO car meets the manufacturer's stringent certified requirements, and you'll be able to have your vehicle serviced at locations nationwide.
  3. Ask to see the certification checklist to make sure all major components have been inspected.
  4. Insist on a vehicle repair and maintenance history.
  5. Make sure the remainder of the new-car warranty is clear and in writing.
  6. Read the fine print on the CPO warranty. Most certified used-car warranties cover only the powertrain. If you want bumper-to-bumper coverage, you may have to purchase that separately. Some warranties are much longer than others. Some warranties are transferable; others are not.
  7. Pay attention to both the age and mileage limits in the warranty. Chances are you'll hit the mileage limit first.
  8. Get details on the return policy. Is there one? Within what time frame? Will the dealer refund registration and license fees and sales tax, as well?
  9. Take the certified used car for a nice, long test drive.
  10. Haggle away. Just because a used car is certified doesn't mean you can't — or shouldn't — negotiate on price as you would with any other car.

The first factory-certified pre-owned cars were luxury models, starting with Mercedes-Benz in 1989 and followed by Porsche in 1991 and Lexus in 1993. Later Acura, BMW, Cadillac, Jaguar, Toyota, Saturn and Volvo joined in. Now, nearly every automaker offers a program.

Early on, certified pre-owned cars were seen as alternatives to new cars and, for the most part, were low-mileage cars coming off a lease, said Rob Gentile, director of web product development for Consumer Reports.
